our story so far

Our origins go back to 2002, when the London East Connexions Partnership was incorporated as a not -for-profit company. Its purpose was to deliver the Connexions service to young people aged 13 - 19 (or 25 for those with special educational needs) across nine London East Boroughs and the City of London. As a Connexions Partnership, we were one of the two largest in the country. Judged by Ofsted to be a 'Good Partnership', we were successful in achieving the targets set by the Government.

Over the period of the last Labour Government we saw policy shift whereby the statutory responsibility of Connexions transferred from sub-regional partnerships like London East Connexions to individual Local Authorities which then became legally responsible for the service. However, supported by founding members and Directors, LECP evolved to become an independent third sector organisation owned by a number of local organisations including Local Authorities, charities, a housing association and an Academy.

LECP was launched as a new organisation that made a difference to the lives of young people by doing things differently. People were attracted to work with us because of our service and ethos and our personal commitment to help young people. Many of these same employees chose to continue to work with us after we ceased to be responsible for Connexions. They now contribute to the immense amount of practical experience and knowledge of our senior management team.

To reflect the break from the Connexions agenda, we chose to change our name to 15billion in 2010. This name was chosen as it symbolised our understanding of our evolving role of "transforming young futures". We will continue to apply our commitment and experience within the framework being set by the new political era.
